1.0 INTRODUCTION

1.1 SUBJECT

A policy and related procedures for the solicitation and acceptance of financial contributions to Nipissing University to be adhered to by all faculty, staff, management, departments, faculties and divisions.

1.2 PURPOSE

The policy and procedures provide clarity with respect to approvals for initiating any and all fundraising activities, accepting contributions and soliciting donors.

1.3 SCOPE

The policy and procedures govern the solicitation and acceptance of any and all charitable donations (receipted and un-receipted), grants, student awards, and sponsorships, whether “designated” or “undesignated”. This includes internal and external fundraising activities, events, peer-to-peer solicitation, etc. taken on behalf of the University.

2.0 DEFINITIONS

2.1 CONTRIBUTIONS

Contributions are the transfer of cash, gifts-in-kind, or future commitments (pledges) to transfer the same. Contributions may warrant a charitable donation receipt or may not. They may be restricted or unrestricted. They may come from individuals, corporations, associations, foundations or other sources.

2.2 DESIGNATED

Designated contributions are those given to the University with explicit purposes specified by the donor, contributor or grantor.

2.3 UNDESIGNATED

Undesignated contributions are those given to the University whereby the purposes or use have not been specified.

3.0 POLICY

3.1 INTRODUCTION

The University recognizes the benefit of receiving contributions to help support its academic mission through teaching and research programs and projects. It values public and private sector partnerships and relationships with a variety of contributors. The authority to seek and receive support is vested with the Board of Governors.

The University’s solicitation of contributions is informed by and consistent with priorities established by the University. The University will not accept gifts if such acceptance results in an abridgement of its academic freedom, autonomy and integrity. It will not accept gifts that may violate federal, provincial or municipal laws. It will not accept gifts that could reasonably compromise its public image, reputation or commitment to its objects, strategic plan, values and priorities.

3.2 GENERAL

No fundraising initiatives shall be undertaken on behalf of the University by any school, department, faculty, staff, individual or other University entity without the knowledge and approval of the Manager of Advancement. This includes all methods and techniques of fundraising activity. The Advancement Office is responsible for the procedures related to acceptance, processing and stewardship of all contributions.

Ownership of each contribution vests legally in the University, regardless of the specific area or activity to which such gift may be directed. Commitments between the contributor and the University should be clearly articulated and consistent with University policies and applicable law. Recognition and stewardship of contributors will be based on guidelines established by the Advancement Office.

4.0 PROCEDURES

4.1 APPROVAL

Approval to initiate fundraising activities and/or solicit specific contributors may be requested by completing and submitting the “Request to Solicit Funds & Prospect Clearance Form”.
